Open Letter to Mr Tan Chuan Jin, Minister of Manpower
Saving Singapore Invoice Number 4
I come not without knowing what is to come.
I come not to criticize issues that i have no solutions.
I come not to reject you as leaders, but to assist you to become a leader, great leader.
Singapore situation is deteriorating rapidly, we need great leader.
Singapore is performing unforced self-destruction, the dire situation is now clear.
At this moment, every Singaporean is precious to save our nation, our mother land.
This is regarding your intention to fine owners for over crowded hostel.
May i encourage you to make your wise, responsible decision ONLY after considering the followings:
1. If the workers can afford better, more spacious quarters, then would this happen ?
9. Transport Ministry should discuss how to use these levy for transporting these foreigners to work, from work, to leisure, to drink and be merry.
10. Singaporeans therefore should not be responsible for increase in cost of transport, especially the cost of constructing and operating new MRTs, Roads, Buses...
11. SMRT should collect monies from MOM in order to pay $7.5 Millons (increased 5 times from $1.5 Million a year before) for MOT to supervise quality of their services.
Mr Tan, i disagree with others that Military Generals like you are not qualified to run Public Offices.
Mr Tan, this nation invested heavily in you, our people entrusted their survival, future in your hand.
It is costly to have one term Minister like Raymond Lim.
Mr Tan, if i abandon you, am i as irresponsible, idiotic, masochist as those who abandon his country man?
I have helped the eye surgeon to explain to waterway experts, using a sickness of blood vessel in eyes. Dr Bala use it elegantly, and wrote to thank me.
So similar to saving water minister, i use the analogy of financing an Armed Forces for this case.
Mr Tan, you are a soldier, if government collect similar levy on every soldier in the SAF, do you think the SAF can afford to have the soldiers clothed in army uniforms, never mind about sleeping on top of each other on the floor in barracks.
Mr Tan, you are a soldier, army pay is your sole income. If SAF asked soldiers to stay in private operated hostels and pay rent out from their pity army pay, do you think SAF soldiers can afford a hostel in any conditions better than foreign laborers.
This explained why army, key infrastructures are mostly operated by nations - cheaper.
This explained why levy cannot be imposed at will, especially to the work force - costly.
Mr Tan, these levy you collected from foreigners are monies earned by hard labor, long working hours, some selling their bodies, and even lives sacrificed as you witnessed right in front of you.
Mr Tan, you must hold pride as a man, a well educated man, a well paid servants, servants paid by residents of Singapore, more than half of them are migrants.
Not just Singaporeans, foreign workers here, even the world is watching you.
Mr Tan, please read the statement by the Chinese Embassy a year ago on Chinese Bus Drivers strike, out of similar issues of poor basic living conditions.
The Chinese Embassy stated clearly, firmly that the root cause of this issues must be resolved.

This is about the reliability of our key basic services for our economy to tick.
Would a responsible Prime Minister after much dialog, address this issues and other similar issue at National Day Rally?
You may also read the main stream news paper, on the same day, reporting what PM Lee was asked very blunt questions in India and the fatal accidents in Bugis Station.
This letter to you, is to help you to live as a dignified person than what bible refer to as a tax collector.
May i suggest you take from your own pocket a sum of Singapore Dollar One Millions Only to set up Tan Chuan Jin Foundation (TCJ Foundation) for Basic Conditions for Migrant Workers. (BCMW) to design, manage basic conditions housing at low costs.
While may i request a check, from your own pocket, Singapore One Dollar Only to Mr Lim Swee Keng for Saving Singapore Invoice 4
Is it more important that we build solid foundation, reducing cost of business operations, while increasing capabilities and capacity to produce faster, more export to sell to the world?
Or
Do we inviting more cheap labors to build the tallest fountain at our airport and aggravate the economy, world reputation that snatches human lives away?
MND
The workers cannot escape from the quarters, a public housing,
The passenger on stalled Sentosa Light Rail took 4 hours to be evacuated。
Are there evacuation flaws in design?

May i encourage you to make your wise, responsible decision ONLY after considering the followings:
2. Most foreigners committed no crimes, but every month the levy (whether pay by workers or employers, they are burden to business operation) is more than total fines they pay throughout their working life here.
3. Levy is a reflection of the cost to our society, housing, transportation etc.
4. Levy therefore is a liability, not an income to your government.
4. Levy therefore is a liability, not an income to your government.
Levy is never a profit !
5. MOM therefore has no freedom to use it, other than using it to mitigate the social cost.
6. These levy should be used to provide housing by the government.
7. This is the responsibility of this government, government is solely responsible.
8. Clearly because your government, only your government is the one, only one who has the power to change the levy at will, and collecting them in full, collecting them in full to be paid promptly.
Collector of Levy is solely responsible.
9. Transport Ministry should discuss how to use these levy for transporting these foreigners to work, from work, to leisure, to drink and be merry.
